Numbers Stations and UVB-76

Turn on a shortwave radio and you can hear a voice reading numbers. It has been doing this for decades. Nobody ever announces who they are, nobody ever explains, and if you write to ask, nobody answers.
This is one of the very few entries in this archive where the answer is not in dispute at all.
They are spy stations. They broadcast one-time pads to agents in the field. The messages are mathematically unbreakable, and they are unbreakable on purpose, and that is not a mystery. It is a design specification.
What is documented
The stations. Shortwave transmitters broadcasting sequences of numbers, letters or words, usually read by a voice, human or synthesised, often preceded by a distinctive interval signal or a fragment of music. They have operated since at least the World Wars, proliferated during the Cold War, and are still operating.
The one-time pad. A one-time pad is the only cipher that is provably unbreakable. The key is a string of random characters as long as the message. It is used once and destroyed. Given the ciphertext alone, every possible plaintext of the right length is exactly as likely as every other.
There is no amount of computing power that breaks it. This is not a claim about how hard it is. It is a proof.
Why shortwave. The elegance of the arrangement is the point, and it explains the whole practice.
Shortwave crosses continents. It can be received on an ordinary radio, of the kind anybody might own, anywhere. And receiving is silent: a radio receiver emits nothing that identifies it, so the act of listening cannot be detected.
An agent in a hostile country needs no incriminating equipment, transmits nothing, and can be sitting in a bedsit with a domestic radio and a pad of paper. The station broadcasts to everybody, which means it broadcasts to nobody in particular, and the listener is invisible.
It is a nearly perfect system, and it has never been improved on, which is why it is still in use in an era of satellites and encrypted internet.
The evidence that this is what they are.
In 2001, transmissions from the Cuban station known as Atención were introduced as evidence in the United States prosecution of the Cuban Five. The FBI had obtained the pads. The decrypted messages were put before the court. This was the first time a numbers station transmission was entered as evidence in an American courtroom.
The FBI complaint in the 2010 Russian illegals case referenced radio communications of this kind.
Defected agents from several services have described receiving numbers broadcasts and decoding them.
The archives of the East German Ministry for State Security, opened after 1990, document their numbers stations directly.
This is not an inference. It is a matter of record.
UVB-76, the Buzzer. A Russian shortwave station on 4625 kHz which has transmitted a repeating buzz since at least 1982. It is occasionally interrupted by a voice reading a callsign, then names and numbers.
It is generally understood to be a military channel marker. The buzz holds the channel: it demonstrates that the transmitter is live and the frequency is claimed, and it does so continuously so that an unexplained silence would itself be information.
The voice messages are the traffic.
The transmitter has been located, and has moved. A site near Povarovo was found abandoned in 2010, and the signal moved elsewhere.
Leading explanations
Espionage and military communications. Established.
What remains unknown is narrow and specific.
The content. It will never be read. Not by this archive, not by anyone, unless a pad is captured, which is what happened in the Cuban case. That is not a puzzle awaiting a cleverer cryptanalyst. It is arithmetic.
The attribution. Which service operates which station is known in many cases and inferred in others. Enthusiasts have catalogued the stations for decades, and the catalogue is good, and it is not complete.
Nuclear dead hand. UVB-76 is periodically described as the trigger for an automated Russian retaliatory strike. There is no evidence for this, and the reasoning behind it is that a buzzing noise sounds ominous.
What the popular version gets wrong
"Numbers stations are an unsolved mystery." They are a solved one. The purpose is documented in court records, in defector testimony, and in the opened files of a collapsed intelligence service.
"Nobody knows what the messages say." Correct, and it is the least mysterious fact in the case. A one-time pad cannot be broken. It was chosen precisely so that nobody would know what the messages say, and it is working.
The presence of an unreadable message is not evidence of an unknown phenomenon. It is evidence of good cryptography.
"UVB-76 will trigger a nuclear war." It is a channel marker.
"Why would they still use radio in the internet age?" Because it is better. An encrypted internet connection reveals that you made it, to whom, and from where. A radio reveals nothing at all. The oldest method is still the most secure, and that is a genuinely interesting fact about intelligence work, and it is more interesting than the ghost story.
Current status
Partially explained. The purpose is established. The content is unknowable by design and will remain so.
The registry keeps this record because it is the archive's clearest example of a mystery that is not a mystery. The signal is unreadable, and everybody knows exactly why it is unreadable, and the fact that it cannot be read is the whole point of it.
Not everything opaque is unexplained. Some things are opaque on purpose, and understanding that is itself the explanation.
